Military Standard Transportation and Movement Procedures (MILSTAMP) is published by direction of the Assistant Secretary of Defense (Acquisition and Logistics). This publication contains procedures and Transportation Account Codes (TACs) for use in accounting for transportation funding of Service/Agency shipments within the Defense Transportation System (DTS). The Transportation Operating Agencies (TOAs) bill authorized users of the DTS for services rendered. The information is derived from the Transportation Control and Movement Data (TCMD). To preclude erroneous billing and facilitate Service/Agency disbursements, it is imperative that TACs and other pertinent information contained in the TCMD be complete and accurate. The substantial reformatting and changes incorporated into this publication necessitate careful review prior to use. The implementation date of this regulation is 15 Feb 87.

The Transportation Safety Resource Center (TSRC) is the vital link in a collaborative partnership created among federal and state transportation agencies, local stakeholders, academic institutions, and the private sector to provide resources and solutions that address issues of safety on New Jersey's roads. TSRC functions as an extension of the New Jersey Department of Transportation (NJDOT) Division of Traffic Engineering and Safety. Working with federal, state, and local agencies--including the New Jersey office of the Federal Highway Administration--TSRC coordinates with municipalities to help them align their efforts with key safety initiatives already under way at the state, metropolitan planning organization (MPO), and county levels.

This report describes the current computer hardware and operating software configuration of the Tactical Operations Analysis Support (TOAS) Facility, formerly located at Langley AFB VA. It was transferred to Griffiss AFB NY and integrated into the Intelligence Information Processing Laboratory. The original purpose of the TOAS Facility was to provide a testbed for tactical intelligence system ideas and to provide user feedback within associated development programs. The major purpose is to present a brief description of some candidate software prototyping tools and hardware upgrades for a test and development facility.

EPA's Office of Transportation and Air Quality (OTAQ) is charged with reducing air pollution from mobile sources. OTAQ, EPA Regions, partners in state, local, and regional air and transportation agencies, other federal/state/local agencies, public health and other organizations are working to increase public awareness of air quality, the impact of mobile sources and choices individuals can make to make a difference. Over the past six years, OTAQ has entered into cooperative agreements and established partnerships with a number of organizations to: provide national support for community-based mobile source public education efforts and, encourage responsible choices for organizational and individual actions through public education. Outreach projects funded by OTAQ emphasize transportation choices; education of vehicle owners and drivers of the future; involving youth as problem solvers in mobile source issues; car care and the role of the automotive technician; and, related projects focusing on particulate matter, reduced air pollution from snowmobiles, alternative fuels, on board diagnostics, ozone mapping, small engines and outreach to owners and operators and the public on the impact of heavy duty engines. In April 2000, NYMTC established the Safety Advisory Working Group (SAWG) to provide a forum to facilitate interagency discussion, exchange information, address safety and advise its members on issues dealing with transportation safety. SAWG is also tasked with enhancing and expanding safety planning in all elements of NYMTC's metropolitan transportation planning process, including NYMTC's plans, programs, and activities. The first task of the SAWG was to identify the priority safety topics that the members would want to address. Pedestrian safety was by far the leading topic of concern among the agencies and therefore selected as the first topic to be studied. The first step for the study was to determine the status of pedestrian safety and the related investment needs in the region. This report identifies the pedestrian safety issues and recommended countermeasures to improve pedestrian safety in the region. The method was to interview the agencies and organizations within the region about their existing activities and perceptions of the issue. This project will develop the Pedestrian Safety Plan in collaboration with the NYMTC members and will be incorporated into the Regional Transportation Plan (RTP). The Pedestrian Safety Plan will periodically be updated along with the update of the RTP. The second product of the study was to be a sourcebook on pedestrian safety strategies and technologies, based on the research findings reported by state and local agencies and the literature review of independent research organizations.

This project focused on the integration of all Clarus Data into the Regional Integrated Transportation Information System (RITIS) for real-time situational awareness and historical safety data analysis. The initial outcomes of this project are the full integration of RITIS and Clarus datasets into a massive database, the creation of a series of real-time situational awareness tools built around the integrated data sources, and the creation of several visual analytics tools that allow users to explore the relationships between weather, speed, volume, and incident datasets. The incorporation of Clarus data into the RITIS platform means that there are now thousands of transportation operations specialists, university researchers, and metropolitan planning agencies that have the ability to view real-time road weather data within the broader context of other transportation system information.
